Maine Fifth in "Smartest State" Ranking

Maine is the fifth smartest state in the country, according to a ranking by Morgan Quitno Press, a research and publishing company based in Lawrence, Kansas. All six New England states made the top 15 in the ranking. The company ranked states based on how they stacked up against the national average, using 21 elementary and secondary education indicators. The company measured states based on factors like expenditures for classroom instruction, pupil-teacher ratios, high school graduation and dropout rates, and reading, writing, and math proficiency.
